Mr. Pema Chhogyel is a Senior Programme Officer at the Department of School Education, Ministry of Education, Bhutan. He initiated the draft on the Special Education Policy for Bhutan and was actively involved in founding the Disabled Persons’ Association of Bhutan. He was instrumental in gaining support of the National Statistical Bureau and Ministry of Education to include a disability module in Bhutan Multi-Indicator Survey 2010. Subsequently, he initiated and coordinated the Second Stage Disability Assessment in Bhutan, in 2011. The survey was organized by the National Statistical Bureau, Ministry of Health, Ministry of Education, UNICEF and other stakeholders.
Through a partnership with the office of the Public Sector Linkages Programme (PSLP), at Queensland University of Technology Australia, Mr. Chhogyel has contributed to building the capacity of school principals, teachers and programme managers in inclusive and special education in Bhutan.
Mr. Chhogyel has also been active in organizing and facilitating workshops on inclusive and special education in Bhutan. He is also an expert on ICT for the visually impaired and supports the development of accessible ICT services.
