  • [10 July 2020] At a session of the Supervisory Board of the Strategic Initiatives Agency, the President stressed the need to generalize regions’ experience in combatting the pandemic. It has been highlighted to study closely real-life situations and problems faced by families with children, older persons, and persons with disabilities.icon link

Continued access to goods and services

  • [27 May 2020] The Moscow Scientific and Practical Center for Child Psychoneurology of the Moscow City Health Department has organized remote rehabilitation services for children with disabilities.icon link
  • [28 May 2020] A monthly payment of 12,000 roubles would be given to home carers for persons with disabilities, older persons, orphans, and children deprived of parental care who are not at social facilities.icon link

Medical and quarantine policies and processes

  • [18 May 2020] Infected healthcare workers who work directly with COVID-19 patients would receive a lump sum insurance payment of 68, 811 roubles if the infection causes disabilities.icon link

Social protection and employment support

  • [n.d.] The disability status would be automatically extended for six months for citizens whose next re-examination was from 1 March to 1 October 2020. The individual rehabilitation programme has also been extended for six months.icon link
  • [9 April 2020] There has been a simplification of the disability status granting process, and the disability status could be obtained remotely until 1 October 2020.icon link The simplification has enabled more citizens to access and receive disability pensions during the pandemic.icon link
  • [21 May 2020] It has been announced that veterans and persons with disabilities of the Great Patriotic War, children with disabilities, those having disabilities since childhood (1st category), and other persons with disabilities (1st and 2nd categories) would not need to pay for visits by workers of the Federal Service for State Registration, Cadastre and Cartography. The state would cover the expenses.icon link

Institutions and facilities 

  • [23 April 2020] Visitation to neuropsychiatric boarding schools has been restricted to reduce risk of infection. Remote communication between residents and families has been encouraged, rather than in-person visits.icon link
  • [8 June 2020] The state would award social workers in residential care facilities with confirmed COVID-19 cases a benefit of 35,000 roubles. For those working at facilities with no confirmed cases, the benefit would be 25,000 roubles.icon link
