The Government of Kyrgyzstan and ESCAP co-organized a three-day national consultation on disability data collection in Bishkek from 2 to 4 May 2018 with the main purpose of assessing existing data gaps and evaluating the Government’s overall capacity to generate reliable disability statistics for reporting on the Incheon Strategy and the 2030 Agenda for Sustainable Development.
The following government offices attended the consultation: Ministry of Labour and Social Development; National Statistics Committee; Ministry of Emergency Situations; Ministry of Health; Ministry of Culture, Information and Tourism; Committee of Information Technologies and Communications; Ministry of Transport and Roads; Ministry of Science and Education; Central Election Commission; and Civil Aviation Agency. ESCAP also met with representatives of disabled people organizations and the UN Country Team.
The consultation reviewed the national statistical system in Kyrgyzstan from the disability perspective and identified critical policy and measurement issues for empowering persons with disabilities and promoting their participation in society. It also discussed the way forward to enhance disability data collection using existing statistical tools and instruments and in line with emerging international measurement requirements for improved comparability and reliability of disability statistics.
The findings of the consultation will contribute to designing a national action plan aimed at mainstreaming disability in the national statistical system.
